versatile?
No thats cripshot.
My 2nd fave would be Magebane and then Burning Arrow which im sort of over now. I'd like to try an escape ranger though

So a single target attack, that does no bonus damage and cripples a target is more versatile than an aoe attack that does +21 bonus damage with half the energy cost? Crip shotting casters ftw?

Barrage is a terrible skill if you're not hitting lots of enemies

Thats why you run Volley with a useful elite like BHA or BA.

Even against single targets, Barrage is an amazing elite. It has practically no cooldown, compared to the 6-10 second cooldowns of other Ranger attack skills, it costs 5 energy, compared to the 10 energy cost of some other Ranger attacks (Power Shot, Pen Shot, Sundering Shot), and it does 1/2 to 2/3 of the other attack skills bonus damage. A single target spammable attack, or a massive aoe attack > crip one target with no bonus damage.

You seem to be under the delusion that damage is everything and cripple is nothing.
Battlefield control > damage, if I wanted a class that could kill things I wouldn't take a ranger.

Fire Ele > Barrage ranger in terms of AoE damage because Rodgort's Invocation hurts.
Burning Arrow > Barrage in terms of single target damage because Burning is not affected by armor.
Volley > Barrage because you get to use an actually useful elite.

If only you knew Warriors > Rangers for raw damage.
And if I wanted Barrage, I would take Volley and use a decent elite slot.

Barrage has a shorter recharge allowing you to fire every shot, volley can only be used every other. Barrage hits up to 7 targets for +5...17, Volley up to 4 for +1...8.
Barrage is only good in certain situations and in those situation it's better then Volley, if you feel Barrage isn't good enough to fill in the elite slot, Volley is likely not good enough to use a regular slot, except when (a) there's an empty skill-slot to fill or (b)when you'd really want to bring Barrage + another elite.
